S&P Joins Broaden, California in Sizing Up New Orleans
S&P says problems ‘look fairly simple to deal with’
New Orleans and the other Gulf states need to cut spending, raise revenues and improve infrastructure to restore investor confidence, S&P said Thursday in comments on New Orleans' credit rating.
"We believe the difficult decisions needed to address the city's longstanding fiscal problems... should not require extensive restructuring of the city's taxing authority," S&P said in a statement.
It is the third time S&P has given the city a negative rating and the first time since the fall of 2011. New Orleans has rated triple-B since 2009, S&P said.
S&P said the city "has an improving economic outlook, owing to an upturn in tourism and other industries, but still faces challenges associated with its growing debt burden and large contingent liabilities related to its pension and health care liabilities."
New Orleans "has also taken steps to streamline its tax structure, but it remains far below the national average, which we believe could hinder the city's ability to tackle its debt challenges," S&P said.
The city "has a structure of taxing authority that is not only weighted toward the highest-cost local services, but also includes substantial state and federal obligations," it added.
The rating agency also said New Orleans' economy is likely to be undermined "by weak economic conditions in other parts of the country and the broader southern region of the U.S."
